Whether you or the people you serve walk, bike, take a bus or van, or drive a car... to go to the doctor, play at the park, get groceries or the mail, take kids to school, or need to get to work... Everyone needs transportation, and times are tough. So let's work together and make the most of the transportation resources we have right here, right now, in Humboldt County, to improve transportation security for our residents. Transportation security means food security, health security, and job security. This is where Mobility Management comes in – how can the transportation resources a community has – the vehicles, the buses, carpools, even the information about what transportation options exist – be coordinated and shared so that people can get to where they need to go? Right now, transit providers, community members, public health officials, local foundations, and community organizers are working together to improve transportation for all Humboldt County residents.
What is Mobility Management?
Mobility Management is the use of a number of strategies that result in
a more efficient and effective use of transportation resources. It
emphasizes the movement of people, not just motor vehicles, and gives
priority to public transit and transportation services, coordinating
and/or centralizing transportation information, ridesharing,
non-automobile access to goods, services, and employment and provides
information about non-motorized modes of transit.
Why a Summit?
A Mobility Management Summit is being organized to explore how we can coordinate existing resources to help Humboldt County residents meet their transportation needs and to form a Coalition to continue these efforts into the future. To date, there has not been dialogue with participation from all
geographic regions of the County and agencies interested in
transportation coordination regarding how to manage ‘mobility' in
Humboldt County. The creation of a coalition to gauge needs and
opportunities to manage mobility options is the first step to creating
an effective countywide mobility management effort. The Summit will bring together transit providers; social services
providers; disabled, low-income, elder, and youth advocates;
non-profits; local elected officials; Humboldt County residents; and
others.

Dave Cyra, United We Ride Mobility Management Ambassador
David Cyra has an extensive history with the development and
implementation of training and technical assistance for the transit
industry in the urban as well as in the rural regions of the country.
From 1961 to 1976, while serving as a transportation engineer, his
expertise included work in construction, planning, traffic management
and transit operational performance and evaluation. From 1976, he
served with the University of Wisconsin-Milwaukee as the Director of
the Center for Transportation Education and Development. While at the
University he planned and conducted educational workshops and
conferences for over 900 transit supervisors/managers. In
February 1997, he retired from the University and formed his own
consulting company, CYRA, ETTC (Engineering, Transportation, Training,
and consulting). In November, 2005, the Community Transportation
Association of America (CTAA) selected him to be a United We Ride
Ambassador for Federal Transit Regions IX and X. At the present time,
with ten ambassadors, his responsibility is with Region IX. His
experiences as a teacher, facilitator and problem solver have prepared
him for the work he truly enjoys and continues to do.

Glenna Blake, Mendocino Transit Authority Mobility Management Program
Glenna
Blake is the Marketing/Planning Manager for Mendocino Transit Authority
(MTA), a position she has held for 15 years. MTA has provided public
transit service to Mendocino County since 1976 and is comprised of 11
fixed bus routes, two Dial-A-Ride and two flex-route bus services. MTA
carries over 450,000 passengers annually. Realizing that traditional
public transit cannot effectively or efficiently serve all the travel
needs of a county as rural and dispersed as Mendocino County, and
following the recommendations of the agency’s current Short Range
Transit Development Plan, MTA begin to explore the establishment of a
Mobility Management function within MTA. Ms. Blake is currently
managing three grants, one State and two Federal that provide the
funding for the agency’s new Mobility Management program. The program
is a joint responsibility of MTA Marketing (outreach and ongoing
marketing) and Dispatch (actual trip coordination).

Frank Thomas, 'Community Connection' program in Oregon
Frank
Thomas is a Certified Community Transit Manager and a graduate of the
Paratransit/Transit Management Program from the Graziadio School of
Business Management at Pepperdine University. He manages Union County
for Community Connection of Northeast Oregon, Inc., a small private
nonprofit that (among other things) offers public transit services.
Frank's major accomplishments in mobility include the development and
deployment of a fixed route and paratransit system, coordination of
access services in a geographically diverse market and leveraging the
talents of other transit professionals toward a more efficient regional
design (all on an annual budget of under $500,000 and around 30% of his
FTE). Frank is in his 14th year with the agency.

Larry Pardi, Arcata & Mad River Transit System
After working in Silicon Valley for 20 years in the IT industry, Larry made a career change to Public Transportation. Sixteen years ago he was hired by BART EXPRESS in Pleasanton, CA and stayed there for about a year before taking a job at Humboldt Transit Authority. After about three years at HTA, he was offered the job to become the City of Arcata's Transportation Superintendent. Currently he is the Vice-Chairman of California Association of Coordinated Transportation (CalACT). CalACT is the largest public transit association in the country having over 300 members. He is also a member of other numerous State and National transit associations, which means he's plugged in to the transit scene across the country. Arcata has become the regional hub for Local, regional, Amtrak and Greyhound passengers.

Christina Fritschi, Area 1 Agency on Aging
Christina has been working in the local non-profit community for the
last eight years on issues such as food insecurity, health and
wellness, transportation and aging services. After earning her Master's
from Humboldt State University in Applied Sociology, she began working
at the Area 1 Agency on Aging where she is currently employed as
Planner and the Manager of Contracted Services. Christina is one of the
founding members of the Humboldt Coordinated Transportation Alliance.

Alyson Hunter, Caltrans District 1
Alyson graduated from Humboldt State University with a Geography/Social Science degree and spent 11 years at the Humboldt County Planning Department. After a short time at LACO Associates, she's spent almost a full year at the Caltrans District 1 Office. Until Caltrans, Alyson was focused on Land Use Planning, and this knowledge is especially helpful in transportation planning.
